The subsidy for new energy taxis will be carried out by means of relaxation of management rights and comprehensive subsidies, that is, subsidy funds are linked to vehicle basic information and operating mileage.

The person familiar with the matter said that due to many problems in the original operation subsidy policy, after the introduction of the new subsidy policy, the original subsidy policy will be gradually abolished. Public transport, rural passenger transport and taxis will respectively introduce operational subsidy policies, but not new subsidies. Once the policy has passed the original subsidy policy, it will stop, but there will be a period as a buffer period. It is reported that the fuel subsidy policies of the three industries will be significantly differentiated. In the future, the provinces will have greater autonomy in the allocation of oil supplement funds, and fuel subsidy funds will be reduced year by year.

Due to many problems in the original operation subsidy policy, such as the authenticity and accuracy of the subsidy data needs to be improved, the accounting mechanism for subsidized oil consumption is imperfect, the definition of subsidy objects is not clear, and the subsidies for clean fuels and new energy vehicles are vague, etc. A sound subsidy policy is not conducive to the reduction of skills, nor is it conducive to the development of new energy vehicles. Relevant departments have long recognized the problem and will launch a comprehensive improvement plan this year.

In 2009, the Ministry of Finance, the National Development and Reform Commission, the Ministry of Transport and other departments jointly issued the "Notice on Further Improving the Subsidy Mechanisms for Some Farmers in Grain-Farming and Public Welfare Industries after the Reform of Refined Oil Prices and Taxes", on Urban Public Transport Enterprises and Rural Roads. Passenger transport implements oil price subsidies and implements temporary oil price subsidies for taxis.

Among them, the urban bus oil price subsidy is fully borne by the central government; in the case of rural passenger transport, when the ex-factory price of gasoline is 4,400 yuan - 5,480 yuan / ton, and the ex-factory price of diesel oil is 3,870 yuan - 5070 yuan / ton, the central government will bear 50% of the burden. When the ex-factory price is higher than 5,480 yuan and 5,070 yuan/ton respectively, the central government will pay the full amount; for taxis, the subsidy in the eastern region will be 40%, and the subsidies in the central and western regions will be 55% and 65%.

It is reported that from 2009 to 2013, the cumulative subsidy for urban and rural road passenger transport exceeded 240 billion yuan, subsidizing 18,000 passenger transport enterprises and subsidizing about 2.4 million operating vehicles.

Fuel subsidy funds are decreasing year by year, and new energy vehicle subsidy funds are linked to operating mileage.

The total amount of future fuel subsidies will be reduced year by year, and clean energy vehicles and new energy vehicles will enjoy operating subsidies, and the amount of subsidies is linked to vehicle information and operating mileage.

According to the "Guiding Opinions on Accelerating the Promotion and Application of New Energy Vehicles" issued by the General Office of the State Council, all regions and relevant departments are required to increase in the areas of passenger transport such as buses and taxis, as well as sanitation, logistics, airport commuting, and public security patrols. Promote the application of new energy vehicles, formulate motor vehicle renewal plans, and continuously increase the proportion of new energy vehicle operations. New energy vehicles promote the application of new or new vehicles in the city, the proportion of new energy vehicles is not less than 30%.

According to the previously released targets of the Ministry of Transport, by 2020, the application of new energy vehicles in the transportation industry has begun to take shape, with a total of 300,000 vehicles in urban public transport, taxis and urban logistics and distribution. On the afternoon of May 14, 2015, the Ministry of Finance officially issued the “Notice on Improving the Urban Bus Refined Oil Price Subsidy Policy to Accelerate the Promotion and Application of New Energy Vehicles”. The notice stipulates that from 2015 onwards, the urban bus refined oil price subsidy policy will be adjusted. The central government will grant new energy bus operation subsidies to the areas where the new energy bus promotion target is completed. The new energy bus can subsidize up to 80,000 yuan/ year.

In terms of fuel bus operation subsidies, in 2015-2019, the price increase subsidy in the current urban bus refined oil price subsidy will gradually decrease with the actual implementation in 2013, including 15% in 2015 and 30% in 2016, 2017. The annual reduction is 40%, the reduction in 5018 is 50%, and the reduction in 6019 is 60%.
